MEETING MINUTES
Thursday, June 14, 2007
Ephraim Town Hall
The June14, 2007 meeting of the Door County Tourism Zone Commission at the Ephraim Town Hall was called to order at 9:00 A.M.
Present: The following commission members were present:
Robert Kufrin, Chairperson – Village of Sister Bay, Village Administrator
Jim Sarkis – At Large
Bill Weddig – Town of Gibraltar
Craig Neddersen – Village of Ephraim, Eagle Harbor Inn
Charlie Most – Town of Liberty Grove
Charles Tice – Town of Sevastopol, Self-employed
Barb Lautenbach – Town of Jacksonport, Innlet Motel
Patti Bissen-Taylor – Town of Egg Harbor – Landmark Inn
Andy Coulson, At Large – arrived at 9:07 am
Absent:
Paul Georgia – Town of Nasewaupee, excused
Bryan Nelson – Town of Baileys Harbor, Blacksmith Inn, excused
Bruce Hill – Village of Egg Harbor, Lull Abi Inn
Approval of the Minutes
Robert Kufrin presented minute for the May 22, May 24, May 29 and June 7 meetings.
A motion by Most seconded by Nedderson to approve the minutes of the May 22,, 2007 meeting as presented. Motion carried – All ayes.
A motion by Most seconded by Tice to approve the minutes of the May 24,, 2007 meeting as presented. Motion carried – All ayes.
A motion by Most seconded by Kufrin to approve the minutes of the May 29,, 2007 meeting as presented. Motion carried – All ayes.
A motion by Tice seconded by Bissen to approve the minutes of the June 7,, 2007 meeting as presented. Motion carried – All ayes.
The Tourism Zone Commission discussed the issue of payables and the level of detail required for payment. The Commission agreed that the level of detail in the Kerber Rose bill was adequate to the extent that the detailed back up information is available for inspection by the officers.
A motion by Tice seconded by Weddig to pay the bills in the amount of $5,898.80 as presented. Motion carried – all ayes.
Charlie Most commented that he has been asked several times if the Door County Tourism Zone Commission is a part of the Door County government. He had explained to the individuals that the Commission is an intergovernmental cooperation organization separate from the County government. The members agreed that the Commission needed to differentiate itself from the Door County Visitor Bureau and the County government.
Kufrin presented two different letters to send to individuals who had not obtained permits. There was considerable discussion on the content of the letter regarding the amount of time being provided to obtain a permit.
A motion by Most seconded by Coulson to approve the use of the standard late permit letters as amended. Motion carried – All ayes.
Kufrin presented a draft budget that had been distributed at the last meeting. The draft budget included revenues of $61,259 and expenses of $39,998 for calendar year 2007. The amounts and rationale for the different expenses was explained. After discussion, the following changes were recommended:
$500 to be added for the costs of holding an annual meeting
$500 to be added for the legal and public notice costs
$2,500 to be added for tax collection and enforcement costs
$1,000 to be added for a contingency amount
It was the consensus of the Commission that the budget as revised was reasonable given the uncertainty regarding the room tax revenues and potential expenses. The draft budget was to be presented for consideration of adoption at the next meeting.
The Tourism Zone Commission discussed the need to create a web site that can perform the same type of functions that the Department of Revenue has for paying sales tax on-line. The web site could also serve as a resource for permit holders to obtain information on Commission activities. Kufrin volunteered to pursue creating an RFP for web site service.
Jim Sarkis reported on the meeting he attended along with Bryan Nelson between the City of Sturgeon Bay Finance Committee and the Sturgeon Bay Visitor Bureau. His opinion was that Sturgeon Bay was unlikely to join the Tourism Zone until issues with the Door County Visitor Bureau were worked out. Suggestions were made regarding alternative methods to bridge the differences between the parties.
Adjournment: A motion was made by Most seconded by Coulson adjourn at 10:15 am. Motion carried – All ayes.
