DOOR COUNTY TAX ZONE COMMISSION MINUTES OF
THE MAY 8, 2008 MEETING

ACTION ITEMS:
Nelson moved and Tice seconded that any interest accrued in a TZC account be allocated in the same manner as tax monies � i.e.: 4/70th to the TZC and 66/70th to the DCVB. Motion carried unanimously.

Coulson moved and Hill seconded to accept and approve the FY 2007 annual audit from Schenck. Motion carried unanimously.

Commissioners present: Andy Coulson, Paul DeWitt, Bruce Hill, Bob Kufrin, LittleBit LeClair, Bryan Nelson, Dick Skare, Chuck Tice and Bill Weddig.

Also present: Dianne Lensert, Jack Moneypenny, Loren Peil, Mary Boston, Mike Konecny and Bill Cecil.

Chairperson, Kufrin called the meeting to order at the Jacksonport Town Hall at 9:01 a.m. He then introduced Paul DeWitt, Town Chairman for the Town of Gardner. Gardner is the latest municipality to join the Tax Zone.
Tice introduced Mary Boston whom he has nominated as the candidate for our open at-large position.

Annual Audit
Mike Konecny from Schenck presented the annual audit results. Moneypenny asked how accrued interest is allocated and Kufrin answered that the Commission discussed that at its March �08 meeting, arriving at the consensus that the interest would be allocated proportionately (4/70th to the TZC and 66/70th to the DCVB). Nelson moved and Tice seconded that any accrued interest be distributed in this manner. Motion carried unanimously. The Cash Flow report sparked a discussion regarding how to explain discrepancies between this and the Income/Expense report. These occur because of timing on booking receivables. Kufrin suggested and Konecny agreed that this is solved by explaining that this is all done on a cash basis. Coulson asked how we treat disputed amounts (such as Sand Bay�s claimed exemptions). Konecny pointed out the $56,195.00 Accounts Receivable figure and explained that Sand Bay�s $9,000+ is in that amount. The exposure to uninsured deposits was discussed. Konecny offered that our above FDIC exposure could be handled by asking the bank to provide collateral. Konecny finished his presentation by handing out hard copies of Schenck�s �Management Letter�, the significant suggestions of which are that the TZC Treasurer review monthly bank and investment records and sign off and date a copy of each. Coulson moved and Hill seconded to accept and approve the Schenck audit for FY 2007 as presented. Motion carried unanimously.

Vande Castle is absent thus we have no need to go into closed session regarding enforcement.

Annual Meeting Planning
Coulson reported that we will be meeting in the Egg Harbor room at the Landmark Resort. We have the room beginning 5:00 p.m. The TZC and DCVB will convene at that time and the public will arrive for a 6:00 p.m. start time. The format of the presentation was discussed. Hill will put the presentation together. Kufrin has placed ads in the Washington Island Observer, Advocate, Reminder and Peninsula Pulse. The DCVB has printed and mailed out postcards to all stakeholders. Kufrin, Hill and Moneypenny will conference in the coming week to �nail down� the details of the presentation.

Some items such as entering into closed session on enforcement and election of the new at-large member will be moved to the May 15th agenda.
In answer to a question from Bill Cecil, the aspect of allowing small properties to report quarterly as opposed to monthly was discussed.

DeWitt moved and Tice seconded to adjourn. Motion carried. Meeting adjourned at 10:45 a.m.
